Edge not remembering certain settings between restarts

in all versions of edge including the latest betas edge doesn't remember certain settings after i close the browser.... it's a lot of settings, but the ones that annoy me the most are SHOW ICON ONLY for links in the bookmark bar and sites to never put to sleep tabs of...

tried asking this a few months ago but never got any replies.. so trying again.
