Edge Legacy Favorites always imported, no matter what policies are set

We preparing to deploy Edge 81 (stable) with AutoImportAtFirstRun=0 to get the Favorites from the user's current default browser. We expected to see only favorites from their current default browser, but instead, we're getting a mix of both the current default and Edge Legacy.

It seems like a bug. It should only import from Edge Legacy if Edge itself is/was set as the default, and it should not import from multiple browsers.
