Edge Dev not opening

Whenever i have not used edge for a period of time, when trying to open Edge - by clicking on the icon, right click -> open or by opening a PDF or clicking a URL. Edge will start 5-10 tasks in task manager but the window will not open, All the tasks must be stopped in task manager before Edge will open.

I have tried complete reinstall of edge dev, running edge setup again.

This does not seem to affect edge stable, and I have not tried any other channels. This has been a problem for about 2 weeks.

Edge version: 86.0.594.1 (Official build) dev (64-bit)

Windows version: Windows 10 OS Version 1909 (Build 18363.959)
