Edge Chromium as RemoteAPP always launches with fist time setup Wizard.

Deleted Feed back with diagnostics data was sent from an Edge Session that ran the first time setup wizards.  Also included that the RDS servers are 2012 R2 using User Profile Disk for user settings.
