Edge browser in private mode when I tried to open in second time using a program

I have got a requirement: Write a program or functionality in any language so that 

The first instance of the website(example: https://google.com) should always open in the normal mode of edge browser when I click on the button or link or icon click.

I wanted to open a new instance of Edge browser in private mode when I click on the same button or icon on the second click.

The button/link/icon click functionality is in any technology like VBS, Powershell or C# anything or a batch file.

I need a solution for the above requirement. Could anyone please advise?
