Edge Browser - Top portion is unclickable

I've noticed if I move the mouse a little under the button or link that's not working at the top of a webpage, I can get the hand pointer to function for the clickable element. It's as if the browser is misaligned near the top if you opt for either a full-screen or full-height Edge browser window.
