Dev channel update to 95.0.997.1 is live

1. I am not able to consistently reproduce rubber banding.
2. Scrolling feels off. It still triggers the right click menu sometimes. Scroll personality varies based on what webpage I am on. Old edge and IR were flawlessly consistent.
3. UI not as responsive as IE/Old edge.
The browser feels foreign to windows 10 in general.
