Dev channel update to 86.0.622.3 is live

This problem is also present in Edge 
The problem is that this behavior is not native to the Windows operating system. In addition, it is very annoying if you are left-handed.
Vlad_Koon Since the arrow keys are used mostly for accessibility, I'll ask our accessibility folks if this is something they want to look into.
