Dev channel update to 83.0.474.0 is live

Not sure I like the scrolling so far but progress is being made! For reference I am using windows 10 pro and a mouse for testing. The best way I can describe how I feel about the scrolling so far would be something like this:
- Smooth Scrolling and Edge Personality turned off - This feels similar to hopping down a page, a chunk at a time.
- Smooth Scrolling and Edge Personality turned on - This feels like you hit each notch in your scroll wheel of your mouse, the distance the page travels between each notch is smooth but kind of suddenly stops when you hit the next notch. This is better than the default scrolling behavior but feels a bit too bumpy or jerky to me, unless you are scrolling quickly with the mouse wheel (spinning it multiple times).
Ultimately what I would like to see is the scrolling end in a smoothed out animation instead of a sudden stop, I feel with the ending being smoothed out it would feel less jarring when scrolling using a mouse.
Just my 2 cents on the scrolling so far. Keep up the good work!
