Dev channel update to 79.0.287.2 is live

I'm in the same boat. The New Tab page is no different from before.
I'm not seeing any option for dark theme
There are no arrow buttons for changing the pic of the day
'Show Feeds' setting has On Scroll and Always as the only two options
I can't speak the 'More Personalized Options', as I've never really paid attention to them
Both my PC's with Edge Dev are the same this way. If this is a controlled roll-out, is the control user or machine based?
(The other features like media-autoplay settings came through)

Those of us, currently, without the aforementioned NTP stuff will have it by the end of this week or early next.

In regard to the 'new' NTP. everyone did not receive this in Canary simultaneously. However, at this point it is supposed to be in Dev, now, for all... but, (again) not, everyone has it in Dev, yet. Josh is looking into reasons for this with the Edge Team; stay tuned for updated info...
