Dev build - 78.0.249.1 - hover at GitHub 'emoji' area

GitHub comments have a 'bottom area' that show emoji.  Using normal Edge, hovering on an emoji shows the person/member that added it.  With Edge dev, hovering doesn't work (it's also broken with FF & Chrome).  See:
