Hi
I've been encountering the same issue lately and this solution worked for me!
- Reboot your computer
2. Don't switch virtual desktop during next steps
3. Open settings and set background to slideshow
4. Open registry editor and remove key "Wallpaper" in each subtree in \HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\VirtualDesktops\Desktops\ (each subtree is one virtual desktop)
5. Reboot the computer again
6. Right-click somewhere on wallpaper and click "next desktop wallpaper"
Now you can safely switch desktop or reboot your computer.
- Reboot your computer

Does anyone know why it doesn't work anymore ? I had that problem like a year ago, then it mysteriously vanished (which I was super happy about). Now it came back like 3 months ago. I don't know if it's a bug or something that microsoft doesn't want to support anymore (why wouldn't they ? Is it that difficult or complicated ?). I don't know what anoys me more, the fact that I never got an answer for why it's happening or microsoft really not caring about this.
