If you drag from the circle area to the desktop, you create a shortcut to the url. This is what you need?

In Windows 10, Internet explorer is disabled by default, and there is no point in installing it just for this purpose.
pinning websites as an app (which is not an app but it's just the same) is the most suitable option for Windows 10 users.

HotCakeXI don't know how you get the idea that Internet Explorer is disabled in Windows 10 but it definitely is not disabled. You can run it at any time in any version of Windows 10 just by searching for it.
