Bug: Windows Hello sign in only asking for security key, not pin

I tried opening the payments and billing section of account.microsoft.com and it asked me to confirm my identity, so I selected Windows Hello or security key. It didn't prompt me to enter my pin, only to enter a security key, (which I don't own). This is only happening on my DEV version of Microsoft Edge, as it is working fine on the stable release.
