Bug while trying to scroll an iframe content using the mouse wheel

cbomtempo This looks like a Chromium bug to me, since I am able to reproduce this bug in both Google Chrome Stable version 75.0.3770.100 as well as Chrome Canary version 77.0.3830.0.
However, as you mentioned, I can also confirm that it does work on Edge (Classic) and Firefox. You may also try raising a bug report https://bugs.chromium.org/p/chromium/issues/list
