[bug] chrome.tabs.move() doesn't scroll vertical tabs

Hello.

If a browser extension moves active tab via https://developer.chrome.com/docs/extensions/reference/tabs/#method-move, vertical tabs not being scrolled to keep current tab in view. And there is no API available to able scroll to a tab.
