Address bar with Search filters not work well with both mouse and keyboard in Edge dev and canary

Input url in address bar when Search filters=on not work when use keyboard first but finally use mouse to select

Tested with

Canary: 117.0.1981.0, not work well
Dev: 116.0.1938.16, not work well
Beta: 115.0.1901.175, work with a different way(keyboard up will not select filters)
Stable: 114.0.1823.82, work with a different way(keyboard up will not select filters)

Step
1. Input anything Address bar;
2. Press up in keyboard, this will select any filter but not enable it;
3. Use mouse to click any url;

Expected result

It should open the current selected url with mouse
But it will choose the last selected item with keyboard(enable one filter or open filter setting)
