Add list in track prevention

I have activated the anti track functionnality in canary :

edge://flags#edge-tracking-prevention

I think that in a choice policy left to the user, it could be beneficial for edge to allow the addition of "personalized" list to this anti-tracking system.

This allows the user to have the choice of who is blocked, without having to resort to extensions that could affect the speed or security of the browser.
