Add an API to manage the order the extensions in toolbar

Question

This https://github.com/sergiokas/Extensity/issues/46#issuecomment-528494785 on GitHub could be solve if there were and API that could manage the order of the extensions in the toolbar. It would be a Chromium development but this I read that you are eager to give back to the Chromium community, I thought I would let you know!&nbsp;&nbsp;
