A New But Also Old Problem of Edge

Why doesn't a new tab display a custom image quickly after each browser installation? Show the default image every time I open a new tab?
While I know it will take a while for the browser to react, the background image of the new tab is not uploaded to the cloud, so why does it take time for the browser to adapt?
