When I talked to my friends in China, they said only google has problem (in chrome), but Microsoft Edge browser and Microsoft accounts use the sync without the need for VPN,
which version of Edge insider are you using?

HotCakeX China has major censorship problems. It is the 19th most authoritarian country in the world. Foreign companies have to work hard to please the government, or be banned. For example, Apple removed the Taiwanese flag from their emojis(you have to search it), and all VPN apps in the App Store for devices in China. Google has pulled out nearly completely, so that might be why it has problems syncing.

Google also pulled out because of the sanctions but China and Huawei in particular don't need them. Huawei phones have been without Google play services for years in China itself, they were only shipped with Google play service for people outside like in Europe etc.
China makes their own chipsets, CPUs etc which are the best literally and the fact is these sanctions are to stop their progress in technology which definitely fails.
Microsoft on the other hand is being the good company here, staying away from these policies that are not their business. Microsoft services/accounts/O365/Edge sync etc do work in China.
Google chrome sync and even the updates don't work and need a VPN connection.
