There won't be syncing between IE and new Edge.
the only sync that is going to happen will be between Edge insider channels (stable, beta, dev, canary) on all devices they are installed on (PC, laptop, mobile, Mac, soon Linux too probably), but no legacy syncing.
It's not good, I find the option to sync favourites between classic Edge and IE is important in business environment, especially using roaming profiles. The should be an option to sync and edit favourites between browsers on a local basis (device, LAN, Bluetooth, WiFi, etc), without resourcing to cloud.

Edge insider allows you to import favorites from Internet explorer, also lets you run sites using IE engine inside Edge insider's browser UI.
of course you can configure all of these options for a smooth transition using group policy and MDM solutions.
you can either use personal or work accounts to have the cloud back up your date for safe keeping but that is not forced, can be turned off.

I/We have no problems with ANY internal or external websites using classic Edge anymore.
There should be a way to synchronise, customise and edit favourites without utilising the cloud option on Edge C. Could I use OneDrive?
If using cloud, how can I access to vie and customise the content up there?

Sure, although, OneDrive is Cloud (wink) We've used Cloud for many years... called it the internet. (<-- just a wee joke, almost)
