Here is my suggestion: in 'privary and service' setting, please add the option to completely remove search and site suggestions from search bar. I frequently use Chrome in public and I don't want switch account every time If I want to use Edge in public space (e.g. Coffee Bar).

Fairly sure your suggestion, already, is doable.

I think this ⬇ is what you want. Once on New Tab page > hamburger button (top-right). There are 4 choices for the page layout, content & appearance. IF, Custom is used & all 3 items are OFF, I think it's what you suggest & desire.
