Totally agree with the tabs.
Related to the scrolling, I think it was actually something windows changed (I noticed it too). Just go to your mouse wheel settings and change it there ("Choose how many lines to scroll each time"). It solved my issues.

Great tip! I changed mine from the default setting of 3 lines, down to 1, and that slowed things down quite a bit.
