PDF Inking on Microsoft Edge

To the folks in this thread who can't get a PDF with ink strokes to save in Edge, here's an actual fix that worked for me:
Go to edge://flags
Search for: PDF Viewer
Set "New PDF Viewer" to disabled
Restart Edge
...it appears that the new PDF viewer (which looks identical to the old one!) has this bug, but the old viewer does not.
