Yes, In HTML it was called Add Notes. Also, referred to as Inking. In Edge with PDFs it is termed Inking.
Has been requested forever & wonderful it's done. Anxious to have it in GA & with all its tools.

I think web capture serves as a better term for that ability, because you technically capture a part (or all of) the web page and then work on it. it's not just "adding notes".
