Introducing web capture for Microsoft Edge
I wonder if this is the actual implementation of inking on web pages as promised in the Feedback summary - appreciate it if you can shed some light on the same. (Feedback summary mentions inking is planned for September).

Yes, In HTML it was called Add Notes. Also, referred to as Inking. In Edge with PDFs it is termed Inking.
Has been requested forever & wonderful it's done. Anxious to have it in GA & with all its tools.

None of that, the terminology past or present, was being discussed, debated or questioned. Point was nothing except the similar feature in HTML was called Add Notes & by some people & in some places the similar feature is referred to as inking. Sorry you misunderstood.I didn't misunderstand anything, but you did because I only talked about "web capture" and "add notes", the terms alone, don't care what people used to call it, it's their choice.
