Methodology for requesting new licenses

Community question: what is your process for end users requesting Microsoft licenses for new tools, particularly things that have just been released and folks may not yet be using? I am trying to figure out the right balance between purchasing licenses in advance versus waiting for the users to request them. Any insights are highly appreciated!

    Are you asking whether or not you should order licenses for tools that users haven't asked for? I would let the employees know that these new tools are available, and then as a group determine what benefits these tools could bring to your organization, if any.

      I am more specifically talking about figuring out the right balance between pre-purchasing licenses vs buying them when needed. And then how users should go about requesting them (e.g. creating a form for tracking such requests or having them come in via HelpDesk ticket).
