SMTP Authorization failed: Is Microsoft Blocking my site IP?

I have several sites whose MFPs fail to authenticate to http://smtp.office365.com/. MFP is current, settings are triple-checked, firewalls are opened to Office365, TLS, and email authentication confirmed even had a service tech check my settings. I have config'd nearly 50 MFPs most connect successfully. I got so frustrated I called the service tech for the MFP I was working on and he overrode my SMTP settings with a Google account and their SMTP server, and the machine successfully connected and delivered the scan, at which point he suggested that Microsoft may be blocking the site IP.
I Googled and discovered the MS site for placing a delist request.

My question is, how likely is this and what types of infractions get a site "listed" by MS, and does the delisting site; http://sender.office.com/ really work? Both IPs that I submitted were immediately denied which I opted to escalate but haven't heard a thing yet.

  • This issue has been resolved. All affected sites were not included within the Trusted sites designation so the SMTP Auth failed. Some of the affected sites had dynamic public IPs which excluded them from the list, others had not been updated and thus had outdated public IP information.

    This issue has been resolved. All affected sites were not included within the Trusted sites designation so the SMTP Auth failed. Some of the affected sites had dynamic public IPs which excluded them from the list, others had not been updated and thus had outdated public IP information.
