Access to Premium Assessment Template

RECAP:  The Objective is to enable the Data Governance features across M365 and on-premises file server AIP auto-labeling, and bring the insights, implement DLP other insder risk management controls, communication compliance etc. Run a GDPR compliance assessment in our organization.

The article gives the score into the GDPR compliance assessment to give the report, fundamentally we need to get the premium assessment template space along with these controls in place to do the assessment in reality with governance features.

Question here is, which is the least licensing add-ons suits for us to conduct this GDPR compliance assessment with least licensing, by keeping Business Premium license and other Add-ons to enable the features like Endpoint DLP, Data Governance and Data Mapping including on-premises file shares bring into the scope of audit).

Is it mandatory for us to upgrade to M365 E5 or M365 E3 with E5 compliance from existing Business Premium to get the premium templates and entire compliance requirements to fulfilled?

Or can we add any E5 add-ons supported for SMB licensing (E5 Information Protection & Governance and Microsoft 365 E5 Insider Risk Management) to achieve this assessment and access to GDRP asessement template in the compliance manager section? Or a stand-alone Premium Assessment license works with any type of base license Office 365 or M365 when the controls are enabled with E5 Info Protection & Governance +Insider Risk management combined add-on supported for Business Premium customers. Can you clarify these.
