Facing similar issues with inconsistent word outputs through Copilot agents, the route I propose to explore is to basically
- unzip the template first,
- identify relevant passages (e.g. through hardcoding header texts and selecting only text between headers "Chapter 1" and "Chapter 2"
- modify the text of these passages only
- repack as .docx
Now I got to see if that is achievable in copilot studio / power platform
