File processing capabilities in new Copilot Studio
The file-upload option has not been removed in the new Copilot Studio. It is now under Settings > Generative AI > File uploads, where you can enable the option to allow users to upload files.
However, that setting does not guarantee that an attachment button will appear in every channel. File upload is channel-dependent. In particular, the Microsoft 365 Copilot channel must support passing user attachments to a Copilot Studio agent; the old classic setting cannot force that capability to appear.
If the File uploads section is missing entirely in the new authoring experience, the feature is not currently available for that environment, region, agent type, or licence configuration. In that case, there is no supported workaround to restore the classic setting manually. Test the agent in Copilot Studio's test chat, where the upload capability should be visible when it is enabled, and use that result to distinguish an agent setting issue from a Microsoft 365 Copilot channel limitation.
