MCC Install Failure - Code 13631746

I believe it's either the SSL certificate verification failing or a recent fix in WSL 2.6.1:
2.6.1 issue resolved #13298: This change resolves an issue where wsl.exe --install would attempt to install distributions if a required optional component was not present. This was due to a logic bug that was not correctly checking if a reboot was required prior to downloading the distributions.
