Missing Cloud connect options and Hierarchy settings causing console to crash.

We are currently on CB 2303 and I'm not sure if this problem started after we updated but noticed recently we are missing a bunch of options in the console such as Administration>Overview>Cloud Services>Cloud Attach. 

And another issue is if I try to open the Site Hierarchy settings, the console crashes. 

We have tried a site reset with no luck.
