Created a Windows Server 2016 VM in Azure - Unable to RDP to it Technical

I get the following connection error.

I've already tried:

- Add Outbound rule exception for RDP

    1. Verify your inbound RDP rules port 3389 is open for inbound.
    2. checkout the VM agent status is ready or not
    3. try to reset password

    Hi is it your first attempt to connect ?

    You can verify the effective security rules and use connection monitor to verify  the connection .

    Also try to reset the password
