Ranks
No one system will be perfect. Take any one already exists, perhaps Power BI one. At least people will see the same rankings using different Microsoft resources. If the person recognized it on one resource that will be easier on another one if they have same rank basis.
Criteria. Of course, depends on goals, but it is not obvious which metrics to use. For example, declared goal "recognizing those who have knowledge to share with the community". How do we recognize - based on number of posts, best responses, likes? No sure. I know at least couple of people who are not very active from above point of view, but usually their posts are so valuable that worth dozens of other ones.
I'm not against metrics, always support them. But usually they are good to see the trends.
Anyway, any system is better thank no system at all.
Sometimes I have to hire for work and I have a Great employee who only has time for me 1 day a month and the other is less qualified and helpful every day.
Tell me who to recommend?

Yes, but in MTC it is more necessary to have 5 thousand Members who need to be appreciated and encouraged to act - because the Forum is large, and there are thousands of topics, so 5 people with excellent qualifications in this case is not enough.

Depends on goals. I use to work in one corporation where were about 5 Great (brains and many years experience) people. They were allowed to do practically nothing till quite serious case appears. They were saving to company millions of dollars every year preventing losses. Another 5 thousand were helpful every day and earn to company millions of dollars every year.
