Getting to the right page to "Start a discussion"

Seeing some confusion about how to get to the right page for a Community where you can start a new discussion. e.g.

Where / How to find "Ask a question" | Microsoft Community Hub

Office outlook 365 .. where are emails saved? | Microsoft Community Hub

I have to admit that it is not clear to me what the difference between these links is.

Community Lounge | Microsoft Community Hub

Tech Community Discussion | Microsoft Community Hub

Why only one has "Start a discussion"?

Why does a Web Search tend to land me on the one that doesn't have "Start a discussion"?

Why the "Discussion Spaces" button on the one with no "Start a discussion" doesn't make "Start a discussion" appear or take me to the URL that does have 

"Start a discussion"?

    The first link: Community Lounge | Microsoft Community Hub
    This is the category for the Community Lounge, it contains not only discussions, blogs, Events and KBs. We call this the community hub. Its essentially a page which provides an overview of all that is happening in that space.

    The second link: Tech Community Discussion | Microsoft Community Hub

    This is the link to the discussion board, or forum if you will. This is where normal community members can post and ask questions about the Community.

    That said, we hear you that its not always easy to figure out how or where to post and so we will shortly be introducing a Start a discussion button on the homepage and every category page which will help you choose where to post. Eventually we plan to augment this with AI to both help answer basic questions already answered and to help community members find the best spot to post.
