Why won't Bing index Fetch.com

I've been trying to months now, reviewed every guideline, and can't figure out why Bing won't index Fetch.com. I get this error consistently "The inspected URL is known to Bing but has some issues which are preventing indexation. We recommend you to follow https://www.bing.com/webmaster/help/webmaster-guidelines-30fba23a to increase your chances of indexation."

Anyone have additional ideas?
