Non-commercial use of Bing AI-generated images, some questions...

I'm trying to get a grip over the terms and conditions. Specifically, I want to know if AI-generated images from Bing is allowed to be used for public interest activities.
I mean, breaching the terms for non-commercial usage is a bit easier to grasp because all it would require is doing some kind of trade for financial gain where the image is used.
If, however, I wanted to use any images generated for something like public activities, political campaigns, or why not informational activities such as non-commercial news reporting, would that be in accordance with the terms and conditions?
I asked ChatGPT (3.5) if educational, informational or public interest activites is considered to be examples of non-commercial activities. It responded with a yes, but also added that such purposes should be set in the context of Bing's terms and conditions because of the context I provided for my question.
So, - is the usage of AI-generated images from Bing, for the purpose of educational/informational/public interest activities, in accordance with its terms and conditions?
And, are the three purposes listed above considered to be non-commercial?
