Can't enable Bing Chat Enterprise

How in the world do I enable Bing Chat Enterprise.  The article that explains how to do it is completely useless.  It just provides a link to some generic article about assigning licenses in Powershell.  When I go to group licensing in M365 admin center I see this.  I can't check that box because it states "this app is assigned at the organization level."  GREAT.  Where do I go to assign it at the organization level?

    To enable Bing Chat Enterprise for your organization, you need to have an eligible Microsoft 365 license, such as Microsoft 365 E3 or E5, A3 or A5 for faculty, Business Standard, or Business Premium. https://learn.microsoft.com/en-us/bing-chat-enterprise/faq
    You also need to have Microsoft Search in Bing setting active in your Microsoft 365 Admin Center. https://learn.microsoft.com/en-us/bing-chat-enterprise/manage
    If you meet these requirements, you can use the Bing Chat Enterprise service plan to manage access to Bing Chat Enterprise for your users. https://learn.microsoft.com/en-us/bing-chat-enterprise/manage
    Alternatively, you can use the Bing Chat Enterprise Admin Controls page to turn on or off Bing Chat Enterprise for your organization. https://www.bing.com/business/bceadmin (you must be administrator)

      I have tried to follow all the instructions and enabled things for 2 different tentants.  I have E3 licence on one tenant and E5 on another but I still get the consumer Bing Chat experience using Edge for both.

      Based in Australia if that makes any difference?

    skdyer I am also facing the same problem. Can you please guys tell me about it.  I have read your comments but i can't understand.
