Bing Themes

Is this Bing Themes thing a testing thing or fully rolled out? I seen it on Rae Rae's post earlier.

It is very cool! It seems you are also testing which thmes to give people since Rae saw a Minecraft theme.

How do I send feedback about a theme thing on bing?
