Bing Rebates not transfering

I have two payments on Bing rebates that will not transfer to my PayPal.  I contacted PayPal and they show no transfer.  On my Bing Rebates account page, my two rebates just show as "in progress" since last week.  No one will respond to my requests on why my payments are transferring.  Can anyone suggest how I can get this resolved?
