bing is indexing only 1 url per day in our site

so after solving an issue which causes Bing to completely ignore our site we came across another problem. Bing only indexes one URL per day on our site! this only happens on Bing, on our Google and Yandex consoles our site has been indexed with 2,000 URLs in just a week but for some reason Bing indexed only 19 pages in the span of 2 weeks, this is Bing console:

oh and Cloudflare submits like 1,500 URLs a day

what could be causing that horribly slow page indexing rate?
