WVD Full Admin Local Permission

Hello,
I recently created a WVD on Azure and grant the admin local for user, but he doesn't have the permission on disk c:
Always he has an error message:
You don't have the permission to save in this location.
NB: the user is already in the list of administrators, I created also a GPO with a Group name local admin and I added this user
