Are you using Windows 10 multi-user version 2004?

We had the same issue with Windows 10 2004 Multisession. We created another hostpool with Windows 1909 Multisession and the issue went away.

  There is workaround for Win10 2004 Version We need to update the Registry key
  
  Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations\rdp-sxs] "fReverseConnectMode"=dword:00000001
  post that It work perfectly fine .
