Windows App for Mac Favorites can't be arranged
The Favorites list in Windows App for Mac stay in a single line which means you cannot have more than a screen width's number of favorites. They cannot be arranged the same way you can on the Devices...
The alternative may be using Bookmarks or Shortcuts – If you frequently access certain favorites, consider bookmarking them in your browser or creating shortcuts.
