Windows 10 multisession does not permit multiple users

Hi,

I have deployed 2 VMs in Windows Virtual Desktop (Fall 2020) running Windows 10 Multisession (SKU 19h2-evd-o365pp). One of them does not allow more than 1 user to connect, each time prompting the logged-on user to disconnect to allow the new user to login.

Has anyone seen this before? How do we fix?
