Turn Off a host in the pool

If I create an Azure WVD host pool with two VMs, can I just shutdown one of them to stop paying for the compute power?  Meaning is that all I need to do is shut down the second host VM (via the Azure contsole) and to stop using it or is there something else that needs to be done in the configuration to let the solution know that one of the hosts is going to be down and not to attempt to connect to it?  I am just planning a solution that will only really require one VM but I figure if I can build it with two VMs to start with but shut one down then I will have a spare VM ready to power up if something ever happens to the primary host and it wouldn't cost anything.
