Office Suite on WVD - Licensing

I am looking for confirmation regarding licensing on WVD. 

Users with Microsoft 365 E3 can connect and use Office products but users with Microsoft 365 F3 are unable to use Office. 

It appears the Microsoft 365 F3 does not entitle user to Office in WVD.
