internet latency

I read somewhere that Microsoft recommend no more than 150 milliseconds latency for WVD.  I'm assuming the 150 ms is the round trip time.   How do I measure the latency from my PC to the nearest Azure server - which would be Sydney Australia.  I've tried a few different speed tests and pings and get conflicting results  - two websites repeatedly gave me 160 ms, net-check gave me 80 ms and a couple of other methods gave me 45 ms.
